The Consular Processing Stages
Stage 1
Applicant receives a letter from the Kentucky Consular Center ("KCC") notifying him/her of winning the DV lottery.
Stage 2
Applicant signs a letter of engagement with Kan-Tor & Acco ("KTA").
Applicant signs and returns the letter of engagement, and pays retainer fee to KTA.
Stage 3
Applicant receives the KTA Consular Processing for DV Lottery Winners Guide.
Stage 4
Initial Preparation of Documents and Forms
Now that you have received the KTA Consular Processing for DV Lottery Winners Guide, please provide us with photocopies only of the following documents for the applicant and all family members as may be applicable:
- Official winning notification from KCC.
- Copies of current and past US visas
- Birth certificates.
- Police certificates - from every country resided in for six months or more from age 16.
- Copies of passports (photo and personal data pages only).
- Military discharge records
- Marriage certificates
- Divorce certificates
- Death certificates
- Evidence of education or work experience
- Copy of court and police records.
Note: Some countries will send police certificates directly to the US Consulate and thus you will be unable to provide us with a copy; please let us know if this occurs in your case.
Translations: All documents not in English, or in the official language of the country in which application for a DV lottery immigrant visa application is being made, must be accompanied by certified English translations. (see page 7)
PLEASE NOTE: Additional documents may be requested as the process continues.
Please also complete the following forms at this time:
- Draft copies of DS-230 Parts I & II (for him/herself and any accompanying family members)
- Draft copies of Forms DSP-122 (applicant only)
- ORIGINAL Form G-28 (signed)
- KTA DV Lottery Visa Questionnaire.
Please fax to KTA copies of the above documents and forms.
PLEASE NOTE: We are aware that all of the above listed documents may not be readily available, but every effort should be made to obtain them as soon as possible - your DV eligibility may depend on this!
Please send as many documents as possible so that we may begin a thorough and diligent review. Any relevant documents which you receive subsequently should be faxed to us as soon as possible.

Stage 5 - Assessment of Eligibility
KTA will review the documentation for inconsistencies, errors or missing information. Based on this review, we make an initial assessment of your eligibility for the DV immigrant visa (NOTE: the final determination of eligibility can only be made by the Consul). US law provides for a number of statutory bases for visa ineligibility, including (for example) health-related grounds, criminal related grounds, and security-related grounds. More information on these grounds for ineligibility can be found on the Department of State website: http://www.travel.state.gov/visa;ineligible.html
Please also note that per the rules of the DV Lottery, an applicant must, at a minimum, also meet one of the following two criteria:
1. Applicant must have at least a U.S. high school education or its foreign equivalent; 2. Applicant must have two years of work experience in an occupation requiring at least two years of training within the five years prior to submitting the DV application.
Stage 6 - KTA Receipt of Original Documentation
Following review of the documentation, KTA will correspond with the winner about any comments or questions. Thereafter, KTA will request the applicant to complete, sign and send the ORIGINAL Forms DSP-122, DS-230 I, DS-230 II, G-28 and photo. Stage 7 - Submission of Complete Application to KCC
KTA will forward your completed application package to the Kentucky Consular Center for processing.
Stage 8- KCC Interview Notification Letter
Once the KCC completes its processing of your forms, it will send a notification letter with a date for the DV immigrant visa interview at the U.S. consulate.
NOTE: This KCC interview notification letter will be sent only when the DV regional lottery rank number, listed on the initial winning notification letter, is reached. Information regarding the interview, medical examinations and all other required documentation will be included with this interview notification letter.
Stage 9 - Pre-interview Preparation
Applicant is entitled to a pre-interview telephone consultation with KTA visa processing specialists, which will consist of a formal documentation review and an interview simulation. Please contact Orel Kochavi, DV Lottery Department, to schedule this consultation.

Stage 10- The DV Visa Interview
The Applicant appears for the DV immigrant visa interview at the U.S. Consulate on the specified date and time. The Consul generally informs the applicant on the spot whether the visa will be issued. Immigrant visas are generally issued a few days following the interview. The immigrant visa must be utilized within 6 months of issuance.
Stage 11 - Arrival in US
At the US port of entry the Customs and Border Protection officer will process the immigrant visa paperwork and admit the applicant as a US permanent resident (this will be noted by the entry stamp placed in the passport). The plastic green card should arrive in the mail at the address indicated within 2-6 months.
